Product Information

The Portable or Mobile CB Radio is a multi-norms transceiver that comes with
various accessories, including the RANDY III device, a flexible antenna
(S-20), a microphone support, a beltclip, a wrist wrap, an AC power supply, a
home charger, a mobile charger module, a battery pack of 1800 mA (Lithium
Ion), a fuse, and an owner’s manual. The device covers all European
frequencies and is designed for use as a mobile or portable
configuration.Before using the device, it is essential to connect the flexible
antenna or set up the SWR (Standing Wave Ratio) with a CB antenna to avoid
damaging the power amplifier. The warranty of the transceiver is valid only in
the country of purchase.

Product Usage Instructions

Mobile Configuration:

1. To install the antenna, remove the flexible antenna (C2) from the device.
2. Connect the CB antenna to the mobile charge module (C8).
3. Clip the mobile charge module (C8) to any side of the unit’s bottom.
4. Choose your antenna. For CB radios, the longer the antenna, the better its results. A dealer can help with the selection of the antenna.
5. Install the mobile antenna in a place where there is maximum metallic surface away from windscreen mountings. If a radio-telephone antenna is already installed, the CB antenna should be higher than that.
6. There are two types of antennas: pre-regulated and fixed antennas. A pre-regulated antenna should be used if you are not sure about the SWR adjustment. A fixed antenna should be installed in a clear space as possible.
7. Adjust the SWR (Standing wave ratio) when you use your CB radio for the first time or whenever you re-position your antenna. The adjustment must be carried out in an obstacle-free area.
8. For adjustment with an external SWR-meter, connect the SWR meter between the CB radio and the antenna.

Portable Configuration:

1. Attach the flexible antenna (C2) to the device.
2. Insert the battery pack (C9) into the device.
3. To turn on the unit, press and hold the power button until the display lights up.
4. To transmit or receive a message, use the PTT (Push-to-Talk) switch on the microphone support (C3).
5. To charge the RANDY III, use the AC power supply (C6), home charger (C7), or mobile charger module (C8).

WARNING!
Before using, be careful never to transmit without first having connected the
flexible antenna (C2), or, with a CB antenna, without having set the SWR
(Standing Wave Ratio) ! Failure to do so may result in destruction of the
power amplifier, which is not covered by the warranty. The flexible antenna
(C2) covers all European frequencies (see tables pages 56 to 61).
When the flexible antenna (C2) has been removed and replaced by a CB antenna using the Mobile Charger Module (C8).
Never use two antennas together, otherwise the device may be destroyed.

Welcome to the world of the new generation of CB radios. The new PRESIDENT
range gives you access to top performance CB equipment. With the use of up-to-
date technology, which guarantees unprecedented quality, your PRESIDENT RANDY
III is a new step in personal communication and is the surest choice for the
most demanding of professional CB radio users. To ensure that you make the
most of all its capacities, we advise you to read carefully this manual before
installing and using your PRESIDENT RANDY III.

MOBILE CONFIGURATION

1. ANTENNA INSTALLATION
   – Remove the flexible antenna (C2) from the device. – Connect the CB antenna
   to the mobile charge module (C8). – Clip the mobile charge module (C8) to the
   bottom of the unit in
   any side. a) Choosing your antenna – For CB radios, the longer the antenna,
   the better its results. Your
   dealer will be able to help you with your choice of antenna. b) Mobile antenna
   – Must be fixed to the vehicle where there is a maximum of metallic
   surface (ground plane), away from windscreen mountings. – If you already have
   a radio-telephone antenna installed, the CB
   antenna should be higher than this. – There are two types of antenna: pre-
   regulated which should be
   used on a good ground plane (e.g. car roof or lid of the boot), and adjustable
   which offer a much larger range and can be used on a smaller ground plane (see
   § 3, ADJUSTMENT OF SWR). – For an antenna which must be fixed by drilling, you
   will need a good contact between the antenna and the ground plane. To obtain
   this, you should lightly scratch the surface where the screw and tightening
   star are to be placed. – Be careful not to pinch or flatten the coaxial cable
   (as this runs the risk of break down and/or short-circuiting). – Connect the
   antenna to the mobile charge module (C8).

OUTPUT RADIUS PATTERN
c) Fixed antenna – A fixed antenna should be installed in a clear space as
possible. If
it is fixed to a mast, it will perhaps be necessary to stay it, according to
the laws in force (you should seek professional advice). All PRESIDENT
antennas and accessories are designed to give maximum efficiency to each CB
radio within the range.
2) BASIC OPERATIONS TO BE CARRIED OUT BEFORE USING YOUR SET FOR THE FIRST TIME
(without transmitting and without using the «push-to-talk» switch)
a) Check the antenna connections. b) Turn the set on by turning the Power knob
(1) clockwise. c) Set the squelch OFF. See § 11 and 12 page 14. d) Adjust the
volume to a comfortable level. e) Go to channel 20 by using the channel
selectors s or t key (3).
3) ADJUSTMENT OF SWR (Standing wave ratio)
WARNING: This must be carried out when you use your CB radio for the first
time (and whenever you re-position your antenna). The adjustment must be
carried out in an obstacle-free area.

• Adjustment with external SWR-meter (e.g. TOS-1 PRESIDENT)
  a) To connect the SWR meter : – Connect the SWR meter between the CB radio and
  the antenna
  as close as possible to the CB (use a maximum of 15.75 inches / 40 cm, type
  President CA-2C).
  b) To adjust the SWR meter: – Set the CB on channel 20. – Put the switch on
  the SWR-meter to position FWD (calibration). – Press the «push-to-talk» switch
  on the microphone to transmit.

– Bring the index needle to t by using the calibration key. – Change the
switch to position REF (reading of the SWR level).
The reading on the Meter should be as near as possible to 1. If this is not
the case, re-adjust your antenna to obtain a reading as close as possible to

1. (An SWR reading between 1 and 1.8 is acceptable). – It will be necessary to
   re-calibrate the SWR meter after each adjustment of the antenna.
   WARNING: In order to avoid any losses and attenuations in cables used for
   connection between the radio and its accessories, PRESIDENT recommends to use
   a cable with a length less than to 118.11 inches / 3 m.
   Your CB is now ready for use.
   B) PORTABLE CONFIGURATION

FUNCTION DESCRIPTION

1. ON/OFF ~ VOLUME
   – Turn the On/Off-Volume knob (1) clockwise for setting the unit on and
   increase the volume. If the KEY BEEP function is activated, 4 tones sound when
   you turn the CB radio on.
   – Turn the On/Off-Volume knob (1) counter clockwise for decreasing the volume

3) CHANNEL SELECTOR: t/s keys
– Press the t (3) key to decrease a channel. – Press the s (3) key to increase
a channel.
A «beep» sounds each time the channel changes if the KEY BEEP function is
activated. See § KEY BEEP page 16.
4) CTCSS/DCS ~ MENU CTCSS/DCS (short press)
For simplicity, in this manual we will speak of CTCSS/DCS code to indicate
both a CTCSS tone and a DCS code, of GENRE to indicate the kind of code
(CTCSS, DCS or OFF = no code). TYPE indicates whether this is a TX
transmission or an RX reception and MODE specifies the operating mode,
Identical Id or different DF.

Note: Codes can only be used in FM. Each channel can have its own code.
Press the CTCSS/DCS key (4) to activate/deactivate a stored code.
Activation
If a CTCSS/DCS code has been stored, it becomes active, “CTCSS” or “DCS” icon
is displayed on the screen. In MODE Id, if no CTCSS/DCS code has been stored,
the device emits an error beep. Go to the CODE SET menu to store a CTCSS/ DCS
code. In DF MODE, if no CTCSS/DCS code has been stored in either TYPE TX or
TYPE RX, the device emits an error beep. Go to the CODE SET menu to store the
CTCSS/DCS codes.
Deactivation
If a CTCSS/DCS code has been stored and “CTCSS” or “DCS” is displayed on the
screen, a short press on the CTCSS/DCS key (4) deactivates the stored cde,
“CTCSS” or “DCS” disappears, a deactivation beep sounds. The memorized
CTCSS/DCS code is kept in memory but no longer functions.
MENU (long press)
1. Long press the MENU key (4) to enter the MENU. appears on the display.
2. Press the s or t key (3) to select the menu to be set. 3. Short press the
MENU key (4) to validate the selected menu. The
parameter of the menu blinks. 4. Press the s or t key (3) to change the
parameter. 5. Press the MENU key (4). A short press to validate and stay in
the
MENU or a long press to validate and exit the MENU. 6. If no key is pressed,
the unit exits the MENU after 10 seconds
without saving the modifications. See § MENU SETTING page 15.
5) SCAN ~ DW
SCAN (short press)
Short press the SCAN key (5) to activate the SCAN function. Press the s key
(3) to scan in increasing order. Press the t key (3) to

scan in decreasing order. The scanning stops as soon as there is a busy
channel. The scanning automatically starts 3 seconds after the end of the
transmission and no key is activated during 3 s. The scan also restarts in
increasing order with the s key (3), or in decreasing order with the t key
(3). When the SCAN function is activated, “SCAN” blinks on the display.
In the current mode, press the PTT switch (14) to deactivate the SCAN
function. “SCAN” disappears on the display.
DW (Dual Watch) (long press)
Long press the DW key (5) to activate the DW function. Allows to alternate
between the active and a second (customizable) channel. When the function is
active, “DW” appears on the display. Press the PTT switch (14) to exit the DW
function. See menu DW (Dual Watch) SETTING page 19.
6) EMG ~ VOX
EMG (short press)
Emergency channel is automatically selected when by pressing EMG Key (6).
First short press to call the first emergency customisable channel. Second
short press to call the second emergency customisable channel. “EMG” appears
on the display when an emergency channel is activated. Third short press to go
back to the current channel. “EMG” disappears on the display. See § EMERGENCY
SETTING page 18. See § KEY LOCK page 15.
VOX (long press)
The VOX function allows transmitting by speaking into the original microphone
(or in the optional vox microphone) without pressing the PTT switch (14). The
use of an optional vox microphone connected to the unit (A) disables the
original microphone. Press shortly the VOX key (6) in order to activate the
VOX function. «VOX» appears on the display. A new press on the VOX (6) key
disables the function, «VOX» disappears. See menu VOX SETTING page 18.

1. F – FREQUENCY BAND SELECTION (short press)
   See FUNCTION TURNING ON THE UNIT page 21. See § COMPANDER page 13.
2. MONITOR (short press)
   This function allows to monitor the channel despite the squelch. When the is
   active or when the level of the manual squelch is high, press the MON key (8)
   to hear the active channel. See § KEY LOCK page 15.
3. ANL/NB ~ HI-CUT ~ COMPANDER ANL/NB (short press)
   Short press the ANL/NB key (9) to activate/deactivate the filters in this
   order :
   The activated filter is shown on the display. ANL – Automatic Noise Limiter:
   This filter allows the reduction of background noises and some reception
   interferences. In AM mode only. NB – Noise Blanker: This filter allows the
   reduction of back ground noise, and some reception interference.
   HI-CUT (long press)
   Long press the HI-CUT key (9) to activate/deactivate the HI-CUT filter. “HIC”
   appears on the display when the filter is active. Hi-Cut: Eliminates high
   frequency interferences. Has to be used in accordance with the reception
   conditions.
   COMPANDER
   – Press the F key (7) . is displayed. – Press the ANL/NB key (9) to
   activate/deactivate the compander.
   When the COMPANDER is active appears on the LCD. This switchable filter allow
   to improve the reception mode.
4. MODE ~ MODE (short press)
   This key allows you to select the modulation mode (AM or FM). Your modulation
   mode has to correspond to the one of your correspondent. Corresponding mode is
   displayed on the LCD.

– Amplitude Modulation / AM: communication on a field with relief and
obstacles at middle distance (the most used).
– Frequency Modulation / FM: for nearby communications on a flat open field.
In U configuration ONLY: press MODE key (10) to alternate the frequency band
between ENG and CEPT. “UK” appears in the display when the ENG band is
selected. “UK” disappears from the display when CEPT is selected (see table at
page 56).

Worldwide patent, a PRESIDENT exclusivity ASC suppresses undesirable
background noises when there is no communication. Squelch does not affect
neither sound nor transmission power, but allows a considerable improvement in
listening comfort.

Press simultaneously the SQ- (11) and SQ+ (12) keys to activate/

deactivate the ASC function.

1. HI/LO TRANSMITTING POWER (short press)
   Short press the HI/LO key (13) to alternate between high and low transmitting
   power. “H” or “L” is displayed to indicate the selected level. See ECO MODE
   page 17.
2. PTT SWITCH
   Transmitting mode (PTT switch pressed) Press the PTT switch (14) to transmit.
   The LED (16) lights up red. Receiving mode (PTT switch released) The LED (16)
   lights up green in receiving mode. You can hear the signal on the speaker. The
   bargraph indicates the emission (RF) or reception (S) level.
   TOT (Time Out Timer) If the transmission key is longer than 3 minutes, active
   channel start blinking, the transmission ends.
   The time-out tone will sound until the PTT switch (14) is released.

4. LED

   6 + KEY LOCK (EMG + MON keys)
   Long press simultaneously the EMG (6) and MON (8) keys to activate/deactivate

ROGER BEEP

The Roger Beep sounds when the PTT switch (14) is released in order to let
your correspondent speak. Historically as transceiver is a “simplex”
communication mode, it is not possible to speak and to listen at the same time
(as it is the case with a telephone). Once someone had finished talking, he
said “Roger” to let his correspondent know that it was his turn to talk. The
word “Roger” has been replaced by a significant beep. Which is where the words
“Roger beep” originate from. When the function is active, the icon appears on
the display.

The default priority channels are channel 09 AM (1) and channel 19 AM (2)

parameter stops blinking. The parameter is stored.

7. Repeat point 4 to 6 to adjust other parameters.

8. When all adjustments are done, press the MENU key (4). A short press to
validate and stay in the MENU or a long press to validate and exit the MENU.
If the KEY BEEP function is activated, a long beep sounds to confirm the
success of the operation (see § KEY BEEP page 16).
9. If no key is pressed, the unit exits the MENU after 10 seconds without
saving the modifications.
Sensitivity : allows the adjustment of the microphone (original one or
optional vox) for an optimum transmission quality. Adjustable level from 01
(high level) to 09 (low level). Default value: 02.
– Anti-Vox : allows disabling the transmission generated by the surrounding

(without anti-vox) to 09 (low level). Default value: OF.
– Delay time : allows avoiding the sudden cut of the transmission by adding a
delay at the end of speaking. The level is adjustable from 01 (short delay) to
09 (long delay). Default value: 01.
VOX SETTING doesn’t activate the VOX function.

1. DW (Dual Watch) SETTING

This function allows to customise the second channel scanned by the DUAL WATCH
function.

1. Long press the MENU key (4) to enter the MENU. appears on

the display.

2. Press the s or t key (3) to select the

menu.

3. Short press the MENU key (4) to validate. The channel blinks. 4. Press the
s or t key (3) to select the new channel to be watch.

5. Short press the MENU key (4) to validate the channel. The mode

blinks: AM, FM or FM UK (in U configuration only). 6. Press the s or t key (3)
to select the mode.

7. Press the MENU key (4). A short press to validate and stay in the MENU or
a long press to validate and exit the MENU.
8. If no key is pressed, the unit exits the MENU after 10 seconds

without saving the modifications.

Default Dual Watch channel is channel 09.

1. CODE SET

For simplicity, in this manual we will speak of CTCSS/DCS code to indicate
both a CTCSS tone and a DCS code, of GENRE to indicate the kind of code
(CTCSS, DCS or OFF = no code). TYPE

indicates whether this is a TX transmission or an RX reception and MODE
specifies the operating mode, Identical Id or different DF. See § CTCSS/DCS
page 10.
This menu allows you to configure the operating mode of the CTCSS/DCS function
and to store the CTCSS/DCS codes.
2 operating modes: – Id means that the code used will be identical for
transmission
(TX) and for reception (RX). – DF means that the user can use one code (or OFF
= no code) for
transmission (TX) and another (or OFF = no code) for reception (RX).

OPERATING MODE

1. Long press the MENU key (4) to access the MENUS. appears

in the display.

2. Press the s or t key (3) to select the

menu.

3. Briefly press the MENU key (4) to confirm. The operating mode

flashes (Id or DF).

4. Press the s or t key (3) to select the desired operating mode.

STORING A CTCSS/DCS CODE

Depending on the operating mode used, the procedure differs: Identical mode Id

F) FUNCTION TURNING ON THE UNIT

1. F – FREQUENCY BAND SELECTION
   (Configuration: EU ; PL ; d ; EC ; U ; In) The frequency bands must be chosen
   according to the country where you are going to operate. Do not use another
   configuration. Some countries require user’s licence. See the table on page

1. How to proceed: – Switch off the transceiver – Turn on the power while
   pressing the F (7) key. The letter corre-
   sponding to the configuration is blinking. – In order to change the
   configuration, use the sor t key (3). – When the configuration is selected,
   long press on the F (7) key.
   The letter corresponding to the configuration is continuously displayed. At
   this stage, confirm the selection by switching off then switching on again the
   transceiver.
   See tables on page 56 ~ 61.

G) FUNCTION WITH PTT SWITCH

1. NOISE GATE (PTT + F)
   – Press and hold the PTT switch (14).

– Short press the F key (7) to activate (On) or deactivate (OF) the NOISE
GATE. ” ” is displayed when the function is active.
Noise Gate: Prevents amplification of background noise. This results in
optimized signal levels.

H) CHARGING THE RANDY III

1. USING THE AC POWER SUPPLY

1. Clip the home charger (C7) to the bottom of the unit in any side. 2.
Connect the AC power supply (C6) to the home charger (C7). 3. Plug the AC
power supply (C6) into a 220 V socket.

1. USING THE MOBILE CHARGE MODULE

1. Clip the mobile charge module (C8) to the bottom of the unit in any side.
2. Plug the cigar lighter plug of the mobile charge module (C8) into your
vehicle.

– The charge begins. appears on the display to indicate charging

mode and indicates the charging level.

1. CHANGING BATTERY PACK
   The battery pack is pre-installed in the unit. If you need to replace the
   battery pack : 1. Unscrew the battery pack door (E). If necessary, remove the
   belt clip (C4) or the standard microphone support (C3) to reach the screw. 2.
   Disconnect and remove the old battery pack. 3. Connect the new battery pack.

1. Screw then battery pack door (E).
   Note: The battery pack is provided uncharged, so you must charge the battery
   pack before using it with the transceiver.

TROUBLE SHOOTING

1. YOUR CB RADIO WILL NOT TRANSMIT OR YOUR TRANSMISSION IS OF POOR QUALITY
   – Check that the antenna is correctly connected. – Check that the SWR is
   properly adjusted (Mobile Configuration
   only). – Check that the programmed configuration is the correct one
   (see table page 65).
2. YOUR CB RADIO WILL NOT RECEIVE OR RECEPTION IS POOR
   – Check that the squelch level is properly adjusted. – Check that the
   programmed configuration is the correct one
   (see table page 65). – Check that the volume is set to a comfortable listening
   level. – Check that the antenna is correctly connected and that the
   SWR is properly adjusted (Mobile configuration only). – You are using the same
   modulation mode than your correspond-
   ent.
3. YOUR CB WILL NOT LIGHT UP
   – Check the battery or power supply. – Check the fuse (Mobile Configuration
   only).
   K) HOW TO TRANSMIT OR RECEIVE A MESSAGE
   Now that you have read the manual, make sure that your CB Radio is ready for
   use (i.e. check that your antenna is connected). Choose your channel (19, 27).
   Press the «push-to-talk» switch (14) and announce your message «Attention
   stations, transmission testing» which will allow you to check the clearness
   and the power of your signal. Release the switch and wait for a reply. You
   should receive a reply like, «Strong and clear». If you use a calling channel
   (19, 27) and you have established communication with someone, it is common
   practice to choose another available channel so as not to block the calling
   channel.

This device is guaranteed 2 years parts and labour in its country of purchase
against any manufacturing defects validated by our technical department. *The
After-sales Service of PRESIDENT reserves the right not to apply the warranty
if a breakdown is caused by an antenna other than those distributed by
PRESIDENT, and if said antenna is at the origin of the breakdown. An extension
of 3 years warranty is proposed systematically for the simultaneous purchase
of a device and an external mobile PRESIDENT antenna (this does not include
the flexible antenna S-20 (C2) for the Randy III unit), bringing the total
duration of the warranty to 5 years. In order to be valid, the warranty
certificate must be returned within a period of 30 days after the purchase
date to the After-sales Service of the company Groupe President Electronics,
or any foreign subsidiary. It is recommended to carefully read the following
conditions and to respect them under penalty of losing their benefit. · To be
valid the warranty certificate must be returned to us at the latest 1 month
after
the purchase. · Please duly complete the warranty certificate on the right
hand side of the page,
detach it (portion to be removed marked by dotted line) and send it back. ·
Any repair under warranty will be free and the return delivery costs will be
